BRUSSELS — Europe's push to accelerate AI chip production and its plan to strengthen its Arctic presence are among the key EU policy files currently stuck in the budget standoff. European policymakers highlight that they cannot advance these initiatives without clarity on funding proposals, as the negotiations over the EU’s 2028-2034 budget have led to uncertainty about financial allocations beyond next year.
