Unpacking the New SNAP Stocking Requirements

A new US Department of Agriculture (USDA) rule, set to take effect on November 4, 2026, aims to enhance healthy food options for families receiving Supplemental Nutrition Assistance Program (SNAP) benefits. This has sparked confusion among farmers, farmers markets, and local food stores that accept or plan to accept SNAP. This blog post offers a summary of the updated stocking requirements and examples of how vendors can comply.

SNAP Spending Benefits Farmers

SNAP benefits provide financial support to families for purchasing essential food items. Over time, the program has evolved from paper food stamps to electronic debit cards accepted at various locations, including farm stands and online retailers. For nearly three decades, USDA has promoted direct spending by SNAP beneficiaries on farmers, although these purchases remain a small portion of total SNAP expenditure.

Qualification Criteria for SNAP Vendors

Any entity, including farmers, retailers, or farmers markets, must apply to accept SNAP benefits through USDA, following either Criterion A or Criterion B.

  • Criterion A: Applies to entities selling significant amounts of prepared foods, value-added items, nursery products, non-food items, or foods not considered staple foods.
  • Criterion B: Consideration of the overall value of sales; unaffected by the new rules.

Staple foods, as defined by USDA, include:

  1. Breads, cereals, and grains
  2. Dairy products (including plant-based)
  3. Fruits and vegetables
  4. Meat, poultry, beans, and fish

Updated Stocking Requirements

Last year, the Food and Nutrition Administration (FNA) proposed new staple food stocking requirements for SNAP authorized vendors. The final rule, published in May 2026, will take effect on November 4, 2026. These updated standards apply only to retailers authorized under Criterion A, affecting their inventory:

  • Seven varieties within each of the four staple food categories: dairy, grains, protein, and fruits/vegetables.
  • Three units of each variety.
  • One perishable item in three out of the four categories.

Example Dairy Product Options:

  • Gallon liquid dairy milk (128 oz)
  • Half-gallon liquid oat milk (64 oz)
  • Quart-size plain yogurt (32 oz)
  • 16 oz block of cheddar cheese
  • 2 cup bag of shredded mozzarella cheese
  • 2 cup bag of plant-based cheese alternative
  • 16 oz sour cream
